Women’s health services across the NHS face long-standing challenges: rising demand, workforce pressures, and unwarranted variation in access and outcomes. Conditions such as heavy menstrual bleeding (HMB) and urogynaecological (UG) problems have historically been under-served, despite their significant impact on women’s quality of life and the wider health system. 

The CLEAR Women’s Health Neighbourhood Transformation Programme offers Integrated Care Boards (ICBs) a chance to take a pioneering role in redesigning these pathways. Through this structured, evidence-based programme, up to two ICBs will be supported to work with up to two neighbourhood teams each to adapt and adopt HMB and UG pathways. Additional neighbourhood teams may also be supported where match funding is available. 

The programme focuses on local tailoring: using real data, frontline clinical insights, and patient voice to ensure pathways meet the needs of the local population and workforce while aligning with national guidance. Participating teams will explore local barriers and enablers, examine demand and inequity data, and design workforce models that deliver more within the same financial envelope. Financial flows will also be mapped to support long-term sustainability, embedding improvements across the system. 

This is not a one-size-fits-all solution. Instead, it is a chance to co-create pathways that reflect local realities while showcasing nationally what is possible when clinical leadership, robust analytics, and system collaboration come together.
